When the refrigerator section runs warm but the freezer feels cold, frost blocking that air path is the usual reason, which points to the defrost system: heater, thermostat or timer or control. A noisy freezer fan, a condenser fan clogged with dust, and a start relay that won't kick the compressor on are other common calls. Water under the crisper usually means the defrost drain froze or clogged. Because these are low-cost units, sealed-system failures often aren't worth repairing.
